Tamil Nadu Urban Livelihoods Mission (TNULM) is a mission that intends to reduce poverty and vulnerability of the urban poor households by building strong community-based organizations and enabling them to access gainful self-employment and skilled wage employment opportunities, It rests on the foundation that the mobilization of urban poor households to form their own institutions is an important investment for an effective and sustainable poverty reduction program.TNULM is being implemented with a funding ratio of 60:40 by the Union Government and the Government of Tamil Nadu.

Implementation Agency

Tamil Nadu Corporation for Development of Women (TNCDW), a private limited company under Department of Rural Development and Panchayat Raj, Government of Tamil Nadu is the nodal agency for implementing the Mission in the state. TNCDW has been the nodal agency for the Mission since 2016, prior to which the Mission was under the Directorate of Municipal Administration, Department of Municipal Administration and Water Supply, Government of Tamil Nadu.

The Mission receives guidance and support from both the Department of Rural Development and Panchayat Raj and the Department of Municipal Administration and Water Supply.

TNCDW directly administers components of Social Mobilization and Institutional Development, Capacity Building and Training, Employment through Skill Training and Placement and Self Employment Program.

Directorate of Municipal Administration administers Support to Street Vendors and Shelter for Urban Homeless components. The component for Innovative and Special Scheme Component jointly handled by both agencies.
